Depends on which part of the atmosphere you want to touch but you'll get burnt if you try so i advise not to. We are in the sky sort of of because were in the troposphere and rockets even reach it. Just don't be upset to not touch the sky because were in it. Aliens don't have the chance to reach it because their on another planet. Just don't go beyond the stratosphere.
